José Freire Nogueira

Biography

José Manuel Freire Nogueira is a retired Major General of the Portuguese Army, holding a Master’s degree in Strategy from ISCSP and a PhD in International Relations from FCSH/UNL. With extensive military experience, he served on a campaign tour in Angola, spent several years as a professor at the former IAEM, and commanded the Artillery Group of the Mechanized Brigade. He also completed advanced studies at U.S. Army schools.

Nogueira served twice with NATO: first as an Order of Battle analyst in the SHAPE Intelligence Division—where, in 1998, he produced a groundbreaking document predicting the imminent collapse of the Warsaw Pact—and later as the military advisor to Portugal’s NATO ambassador in Brussels. In this latter role, he acted as the representative for the National Armaments Director (also in the WEU) and as a member of the Senior Level Weapons Protection Group.

As a general officer, he headed the IAEM’s Strategy Section, served as Army Personnel Director, and was Co-Chairman of NATO’s Defense Group on Proliferation. He concluded his active military career as Deputy Director of the National Defense Institute (IDN).

Since then, Nogueira has been President of the Portuguese Center for Geopolitics, a professor at ISCIA, and chair of the International Relations Committee at the Lisbon Geographical Society for nine years. He contributed to Limes, the Italian Journal of Geopolitics, for several years and is the author or co-author of nine books and over twenty articles in newspapers and journals. He coordinated the Master’s program in Security, Defense, and Conflict Resolution at ISCIA and serves as a professor and co-scientific coordinator of the Advanced Geopolitical Studies Course at IDN/Universidade Autónoma de Lisboa (UAL).

Nogueira is an invited professor at UAL, collaborates with Universidade Lusíada and Porto Business School, and is a research associate and regular lecturer at IDN. He has supervised multiple Master’s theses, served on numerous academic panels for Master’s and Doctoral examinations, and, in 2019, chaired the Sectorial Jury for the “Scientific Research in Military Sciences” Prize at the Instituto Universitário Militar. His primary areas of interest include theoretical and applied geopolitics, with a particular focus on Latin America and the Portuguese context, as well as other contemporary issues.
